Ok, here is my take on the whole "please be nice, I have PTS" signs some "vets" are putting up. (and it will either offend you or not, it is my view)
Man UP. You are a Veteran! Not a Victim!
Use that military training you have, we vets like to blow things up and don't mind loud noise when we are the ones making it.
So pull that training together and apply it to the problem you have now.
I'm a Combat Engineer, 12Z (12B). The first thing to do is determine your mission - avoid negative reactions to fireworks. Next let your buddies and family know about the mission. Make your plan.
You want to have control of the battle field, good defensive lines and firework superiority at all times! No Engineer has ever said "I have too much explosives" and the same rule applies to fireworks under your direction. Never let the enemy have that edge!

Start getting your equipment together, scope out the area you will be operating out of, and then finalize the plan. Here is where you tell your buddies and family the ROE and scope of operation. As always you will need to adjust and like always maintain control of your troops.
Here is my suggested ROE - note it will have to adjust for each battle space and the green force ROE's
1 June to 1 July: Do not return firework volley until more than two go off in less than 2 seconds or are directed towards your AO and you.
2 July to 3 July: Maintain high level of awareness of your area, pre-firework volleys only when Firework Age Group Males (F.A.G.M.'s) show intent or have the precursors to fireworks [lighters, matches, lit cigarillos, cigarettes, etc] visible, or are seen in the act of lighting fireworks near your AO. At all times controlled response volleys are allowed for any fireworks fired towards you and your AO.
4 July: All F.A.G.M's should be challenged and aggressive overwhelming firework volley's used to ensure compliance. Missions should be given to disrupt outside firework use with hourly or half hourly displays set off by your Engineering team with support from your other ground pounders. (IF you can get Household 6 to authorize indirect fire support - say a professional firework display team- use by all means!)
5 July on...likely your ROE will have to adjust to being arrested for disturbing the peace and breaking windows, possibly some federal charges for explosive manufacturing if you get too aggressive in preventing a PTS flair up.
Some pre-planning can allow you to be diverted to the Veteran's Courts where you will be treated like a victim so I guess you have to decide if you want to be seen as a wimp afraid of snap, crackles and pops or "that guy that put on the best firework show ever - but is a bit nuts."
